Holy god K thats not a list its the freak entire games spell book compiled hahaa
I Would like to see each and every cold based spell put in. Frost mage could use a hand for spells. Any and all dragon spells. All force spells. And any spell that does something that the game doesnt already do. removing any spells that are close to what already are in the game. We dont need 10 spells that all give some kind of attack bonus and or damage bonus. Man that list is overwhelming... Ill have to take more time to cherry pick the ones the speak out to me.

I would put Druid, Ranger, and Paladin spells at the top because they need the help.

Personallily i'd put 0 level spells for cleric/druid/wiz/bard at the top. Since classes such as the bard/Sorc/FS/SW have alot more 0 level spells that they are suppose to get then are in the actual game.
Then i'd follow up with specialist wizards. making sure there is at least 3 spells per level for each school.
And of course fix any school or effect errors. (Ray of frost for instance) And of course Magic fang and the like that should work on the druid while in any non-humanoid form.
After that, I'd go elementilist. So that the frost mage, or mages using those reserved feats could have more spells for their effects.
I'd also improve Polymorphing (remove mind flayer for instance and put in something else)
Paladins and rangers are spell casters?!

Though there is little that can be done with them, on account of the limitation with radials. : (
If it was at all possible though, I'd love to have some of the assassin spells such as Sniper's Shot and its ilk.

No. Since we don't have a way to add spells to spellbooks, do custom spellbooks, etc the UI stuff doesn't help spellcasting at all right now.
There is no way to dynamically alter which spells are in a subradial because their targeting is all defined by the 2da.
LadyD is working on hooking the char creation hooks to allow custom spellbooks but it's going to be a while (something I wish I could spend the time to do is to fight with the UI enough to hook a number of content areas like that).

seems like once someone is able to make a break through with the GUI a lot of things will open up. The biggest problems seem to stem from trying to hook into the spell 2da files. I know it would be a ton of work but could someone make new 2da files, create the feats to access the GUI spellbook, and recreate entire spell books from that? Completely removing the dependence on the existing spellbook system? All the targeting stuff would have to be recreated along with everything else but it seems possible. Just a lot of work for something that should have been so simple.

OK, I may have gotten it this time. It's not a GUI problem. From the outside, it's a matter of columns in spells.2da. The composition of spells.2da is hard coded in the game engine. You can't add the extra columns to spells.2da needed to represent other classes. The game will not accept this. And, if you could add the columns without the game barfing then it would ignore them.
Can you make a base class with a stock spellbook? Let's say I wanted a medium BAB class with a wizard's spellbook and split casting stat, int and cha for instance. Is that possible?

Not right now, no. The new base class can't use even set to use the existing spellbooks because it's hard-coded to the original classes.
This is actually what LadyD is working on but there are a LOT of "but what about..." issues that will have to be tested before it can be considered useful.

Can we get Blade of Blood? (In the PHB2) It is a level 2 arcane spell, it does 1d6 damage, or 3d6 if you take 5 damage.

I have blade of blood on there but wasn't planning to put the 3d6 version. It's either 1d6 for as long as you want or 3d6 for one round. Since it takes a full round to cast it, it doesn't seem worth the second option.
