Well RDD isn't for the Int on skill points. I could care less about that as much as i care more for the HP/STR/Cha bonuses the RDD achieves.
My current character paladin won't be an option currently, since she is NG. Palemaster though, If it ends up getting the attention it needs to bring it into PnP rules, could be the best option after an alignment change.
Current problems i'm finding with this character..
You get a level 0 and level 1 ice spell, then there is no level 2 or 3 spells. (Energy weapon does count however for Glacial burst.) Level four you get two ice spells.
3/4 ice spells so far are touch based. So True strike is needed to compensate for it.
The natural armor granted by the frost mage does NOT stack with equipment items. I do not know if it is the same with RDD/Palemaster levels.

I wouldn't be too excited about Winter's Blast. I have a level 23 character that has Fiery Burst - the low amounts of damage that this feat generates make it useful only for low level opponents. Even with Meteor Swarm available it only does 9d6 damage. It is kind of like an unlimited fireball, but the DC for the save is low, and she can do a lot more damage with other attacks (including just using her melee weapon).
Maybe it helps low level mages more? I didn't take it till I already had a significant number of levels. A low-level mage might be able to feel like a warlock with this feat able to do consistent magic damage.
I guess it has good RP value though.
@ MMT - there is a +8 cha cloak on the server and a +2 rune; I would sacrifice the +1 CHA and keep the +1 AC. Some opponents have truly sickening AB (of course they'll eat your butt regardless of the +1 AC unless you are pretty dedicated to boosting that stat).
I would not be so down on ASoC - sure the transition crash is annoying as hell, but as long as the spells are not on the visible hotbar, they don't seem to occur. I use the [ and ] keys to scroll the hot bar before and after area transitions for this purpose. The discounted meta-magic that ASoC gets is incredibly powerful. With improved maximize, you can maximize level 7 spells and with improved quicken you can quicken level 6 spells. Maximized DBF and Quickened IGM are pretty useful. I especially like quickened IGM because it gives me even more castings of this superior spell. With 10 levels of ASoC on my sorceror I can cast level versions of IGM for levels 6 (plain), 7 (empowered), 8 (maximized), and 9 (quickened). This gives me a ridiculous number of castings of this spell per rest.
Of course, I probably don't need to sell you on the merits of ASoC. Just on the feasibility of living with the crash problem. I have a couple of ASoCs and don't find it to be much of a problem. Your experience may vary depending on your prospective memory I suppose. It took me a while to learn to scroll my hotbar, but the pain of not scrolling eventually seared the need to do so into my head (Pavlov applies to humans).

Winters blast is quite useful in lower levels, So long as i don't have a party member in the way. Currently have a dc of 20 on it at level 8. However i dunno if the damage is coming in properly.
I pretty much always alternate between Rod of Frost and winters blast to kill things. Even as a sorc, i run out of spells way to fast to kill everything i need to rest. (mostly cause my ranged touch attacks roll a 1 8/10 times)
As for those reserved feats, The touch attack ones should be useful for a arcane trickster. My previous server saw them and went "ZOMG!! THEY IZ TOO STRONG!"
course they do that with everything.
