Was wondering if the swiftblade movement increase unbuffed and any other PRC out will be updated to use the
**# A GetMovementRateFactor(object oCreature) function has been added to the game.
**# A SetMovementRateFactor(object oCreature, float fFactor) function has been added to the game. This function sets the creature's movement factor to that value. This movement factor is also modified by effects, encumberance, etc.
I noticed they are being added and thought to myself they would be really useful.

I'll have to experiment with the functions.
The core issue (final speed) should still be the same so I'm not sure what this will add. My interpretation of what this adds is a way to actually set the base movement speed of a creature that is then further modified. So dwarves could be set to 20' for their stumpy legs.

Would they stay at 20 when they are loaded down or wearing heavy armor?

Btw, I'm not sure that the change you made to increase the move speed when you cast haste based on your swiftblade level is doing anything. As best I can tell, my lvl 10 swiftblade is moving he same speed whether he casts haste on himself or not.

I doubt you can tell the difference between 50% and 66% to be honest. I would expect it to be apparent only at level 10 when it's 83% vs 50%.
As for 20' dwarf speed, no that would get slower if they were slowed/encumbered. 50% slowed dwarf would move at 1/3 a humans normal move rate.
I don't really see myself adding racial move speeds. Armor doesn't slow down movement like in PnP either.
I think these scripts are for doing creatures with custom speeds.

IIRC, Dwarfes are not encumbered the same way as Humans. A Human and Dwarf in full plate move at the same speed, in PnP. And, IIRC, Dwarfes ignore the "first level" of encumbrance. Forgot what it's called.
